For some how, OpenVPN doesn't jet provided download for product of Vista 64bits.
here is a download of Surf Bouncer ( include OpenVPN for Vista 64bits).
If you are using Windows Vista 32 or 64, please use one of the following installation files:
Accept all the default settings and the TAP driver installation message.
NOTE: The openVPN GUI does not automatically load as it does for the Windows XP version. This is to allow the user to be able to right click and launch the program as administrator. Once this is done, the GUI icon will appear in the system tray as it does for the Windows XP version. Unless you have disabled the UAC as described on the Vista setup page, always right click and "Run as Administrator" when you launch the application.
On Windows Vista, you will need to run the OpenVPN installer with administrator privileges so that it can properly install the TAP driver which makes the VPN work. Right click on the installer that you downloaded and select "Run as administrator".

After installing, you will have to launch the OpenVPN GUI application by "Running as administrator". This permission allows OpenVPN to add routes to the routing tables that are pulled from the Surf Bouncer server.
You can do this by right-clicking on the OpenVPN GUI icon, and selecting "Run as administrator". You can bypass this requirement by disabling the UAC .
